Default Laminar or turbulent flow

Hi friends. I know if the Reynolds number is very low (<4300 in case of air) then flow is assumed as laminar. I simulated flow around a plate at Re=3000, i got valid results with laminar model. Now, if the plate is oscillating or plunging then i think the flow field will not remain same. I have doubt that the flow is still assumed as laminar or there will occur turbulence? How to judge that there is turbulence in flow in such case? Kindly help

As far as I know the incoming flow will be still called laminar and due to the oscillating geometry the flowfield will change.

thanks for your reply. Do you mean that i should assume the same flow conditions and no turbulence model? If yes then it means that disturbance in upstream laminar flow will not bring turbulence in flow. Am i right?
