VOF or not for sloshing of a full tank?

Assume a 2D cylindrical tank filled with air/water and it harmonically oscillates about the center. I can succesfully simulate sloshing inside of a it when there is an air/water interface. However, what if the tank is 100% filled with water? Are the steps the same for the VOF? I don't know why this is baffling me. Any suggestions would be much appreciated!

If as you say the tank is filled with 100% water, then there is no sloshing at all, it moves as a solid body

yes, to use the vof model, you must ensure there is at least one interface in the computational domain.
