relaxation time

hi Do you happen to know why in two tutorials presented boiling proces (tutoial: "boil" and "hfilm") and in which boiling proces is described by WH Lee equation (based on saturation temperature) a relaxation time is given 0,1 ? What is it depend on (relaxation time) during boiling? Thank you for help.
