does anyone know a grid generator software, that can produce a mesh with hanging notes?

ANSYS TGrid (hexcore) as well or just create multiple separate fluids and use utility tmerge or Fluent append case or TGrid TUI/GUI to merge meshes and create manual non conformal interfaces

actually Tgrid and Gambit can both generate hanging node (non conformal) hexcore meshes. You have to ensure in both cases that the switch/default is set so that a transitional pyramid layer is not generated (causing it to be conformal) or it is not processed in tpoly to become conformal with the transitional layer as polyhedral cells.
