I have Hummingbird Exceed Power Suite 2008 and I want to launch Gambit on Windows Vista, it is possible or I need Hummingbird exceed 2008.

With my answer I want to say: I have no idea. But If you have the Power Suite and you want to know if it's working my first guess is that you try it. And if it's not working ... well than your have the answer. There is also a free X-Server-Software my university is unsing: Xming. Maybe you can try that.
