Surface tension problem.

Default Surface tension problem.

Hello i would like to ask whether anybody know of a reliable source to get the surface tension values of mineral oil and water in the presence of surfactants? I would also like to ask in the formation of droplets using 2 immiscible liquid, a lower surface tension value would give larger droplets or a higher surface tension would give larger droplets?
