Hello,
I am trying to simulate a propeller rotor in Gambit and then simulate a flow in Fluent. The only relevant information in the Documentation requires the use of TURBO function.
Is is it possible to do it without using this function, since we don't have a licence for it?

any help will be appreciated.

you can create everything you want with gambit.
I assume Turbo contains special tools for turbo-machines, but you can live without them
