Question meshing without one vertex

I have to mesh a face with 1 supply and 1 exhaust, I want to have the first node at y*>0.2, but my first vertex is at y*=0.16, this vertex represents the exhaust position therefore I can't eliminat.

PLEASE can every body tell me how to start my face meshing without this vertex and I can also put my BC on the edge that constitute??????
