I'm just wondering why is the y+ value is important? and what does it mean exactly? is it the dimensional distance from the cell to the wall?

You need to read an introduction in turbulent boundary layer, check Anderson - Fundamentals of Aerodynamics or Cebeci - Modeling of Boundary Layer Flow.

An no, y+ is not a "dimensional" distance, it is actually a non-dimensional quantity.
