Define minimal number of iterations

For my problem I need to define a minimal number of iterations, instead of critical value of residuals. That means for example I want the solver always to make 1000 iteration even if the residuals drop under some defined value. I could define very low residual values but I'm calculating unsteady and that makes some problems when flow stabilises...
