The Parallel (Local Machine) Number of Processes in Processing Options.It is the number of Cores or Threads in Spec CPU.Or it the value other.

if You have 4 cores and 8 threads You need to configure to 8 processes.
If You do this You will use 100% of performance.
For the configuration You must know how many threads has Your CPU

Don't use hyperthreading for cfd calculations; ansys recommends to disable hyperthreading and also some results of ht on/off are reported in this forum.
So if you have a 4 cores cpu disable ht in the bios and run fluent with 4 processes.
