F1 front wheel cover/duct/shroud

Hey I saw on F1 cars there are non-rotating cover or shroud covering the outer sides of the front wheels. I googled about this and found some info about its purpose for brake cooling and not so much drag or lift. Just wondering if the CFD people can provide more insight about this F1 wheel cover thing, why its shape so peculiar (something like a half-moon protrusion  ) and why it is not made to rotate yet still it can function to cool the brakes.

Drag Reduction

Thought the official line of the teams is it's for cooling it's really all about aerodynamics and drag reduction. For more try: http://www.f1technical.net/forum/vie...php?f=6&t=4447
