Pressure rise during pump startup

Hi,
my problem is related to firwater system in oil and gas sector. When I started pump(centrifugal pump) by keeping discharge valve open, suddenly pressure is increasing. The pipe material is GRE(glass reinforced epoxy). Deluge system is open during the pump start up. Any possible reasons for this pressure rise.. your input is highly appreciated..
