Surface/Boundary particle search in SPH

say I have a droplet packet of water falling in open space, the surface of the droplet have surface tension, but I can't think of a way to determine those particles for me to add in surface tension forces. What do people use to determine them?

Search articles on ISPH (Incompressible). They need to impose P=0 on the free surface and to do so they must detect the free surface...
