A-Pop is on a distinguished road
Does the actual mesh move in the rotating region while running a moving reference frame simulation? or is the solid fan in the region the only thing moving?

Neither the mesh or the solid fan moves during a MRF simulation. You should read your FLUENT manual (chapter 2 of the Theory Guide).
