Question about turbulent flow boundary layer

If the fluid velocity decreases, will the turbulent flow boundary layer be thicker than before?

According to correlations for laminar and turbulent flow over flat plates, V decreases and Re decreases and boundary layer thickness increases.

Delta/x = 5/sqrt(Re); Laminar,
Delta/x = 0.16/(Re^0.1428); Turbulent.
