Question Is HLLC a positivity preserving flux?

Hi, is HLLC a positivity preserving flux? If the solution will break down, when we use first order scheme using HLLC flux near vacuum. I find some paper say HLLC work well near low densities. But in my a simulation, near vacuum, the solution break down. Maybe HLLC is not a positivity preserving flux. I am not sure. Do you anyone know about it.
