Default gas flow,turbulent or laminar?

Hi anybody,My reynolds number of air in a very short cylinder is 7000,what is the type of flow?

Is there any difference between liquids and gases during determining the flow type by Re. number?

what about the characteristic lenght and velocity you use? In pipe flows, Re> 3000 is turbulent. Liquid or gases have different kinematic viscosity.
