If want to build a heat transfer wind tunnel to validate the CFD simulation of tube-fin heat exchanger, how much does it rougly cost in North America ?

Hot water flows inside the tube, and air flows across the fin-tube to cool down the water, I need to find the heat transfer coefficient and fin efficiency.

a heat transfer wind tunnel includes: inducing fan, (frequency converter or varible drive), flow tunnel , flow and temperature sensor, pressure sensor, data-aquisition system.

the size for the heat exchanger is about W 0.3m* H 0.3m * L 1m, and the entire wind tunnel is about 7 meters long.
