Mesh-size problem with Gmsh

Hi everybody,
I'm new in Gmsh and meshing software in general.
A part of my thesis work consist in the Thermo-Hydraulic simulation (with openFOAM 2.2.1) of a nuclear reactor (TRIGA mark II) with a detailed geometry. I've already made a quite detailed geometry with Gmsh, that you can find in the attached file.
The problem is that, in order to reduce the number of elements, I would like to have smaller tetrahedral element size at boundaries and bigger elements in the bulk regions.
I've already tried with the BoundaryLayer field, but it seems to work just for 2D mesh.
I'll appreciate any comments and/or suggestions.
