Induced Circulation Ratio - Formula

I am looking for a formula to measure the amount of fluid movement when fluid is pumped into a large body of water via a 2.175 diameter discharge at 10 PSI moving 10 GPM horizontal to the surface in 5 feet of water.

The project is to find which is more efficent circulation, vertical "bubble aerators" or horizontal discharge in reagard to water movement and mixing.

Most aerator manufacturers use what they call the Induced Circulation Ratio which they estimate is 2 to 5 times the actual pump volume.

That is not "close" enough for this project. Any help would be appreciated.
