I am looking at a water distribution system that has downsurge problems. An engineer is proposing to add a line connecting two ditribution lines that are already connected, essentially closing a loop. He claims because there is a water tank at the point were the loop is closed, this will reduce downsurge problems in points in the system beyond the loop. Shouldn't the tank already be acting as a surge tank? How does bringing another line into the tank make the tank perform better as a surge tank? Any advice would be great or any resources that my be of use would also be appreciated.
