Default To get the same cfm with reduced fan spedd

Hi, I have problem of fluctuations in cfm at reduced fan speed.This Fan is mounted in orifice.To get the Same cfm at reduced fan speeds, can you please tell me what are the parameters to be rectified or modified.Here i have factors orifice height,radius,position of fan blades and obstruction on the up stream of the fan. Thanks venkat
