Default URANS and PHANS ??

Dear colleagues:

Regarding with flows around bluff bodies many authors and articles speak about URANS (Unsteady Reynolds Average Navier-Stokes equations) and PHANS (Phase Average Navier-Stokes equations).

Are the URANS and PHANS the same equations?

It seems that, even being conceptually different, URANS and PHANS are often simply solved as transient RANS, sometimes the turbulence model constants being modified. Why?

Can anyone help me? Any idea or reference would be welcome.

Thanks a lot. Best regards.
