Modelling a river

Looking for some preliminary guidance. Want to model a river with a water withdrawal upstream of a wastewater discharge. The distance between the two is ~1000 ft. I want to see what will happen to the discharge waters under worst-case scenarios. At this point in time I'm not sure if a CFD model is the way to go on this but I would appreciate any feedback. If CFD is the way to go, I would appreciate any recommendations for model setup, analysis and visualization.
