Default High Reynolds-4e06- past a 1m cylinder

I'm trying to simulate water flow of velocity 4ms-1 past a 1m diameter cylinder in 2D. I'm struggling to get a decent value, only achieving 0.1!!

Please can anyone guide me in the right direction as to what meshing, fluent set up i should be using?

I have meshed it with a boundary layer and am using a steady solver of K-Epsilon with enhanced wall treatment.

Can anyone point me in a direction that will help, I'm not sure if this high reynolds number is a good idea!!
