Default Turbulent Intensity good or bad for a jet

I have a jet with a downward velocity of 5m/s and a turbulent intensity of 25%.

I think that this intensity will be able to disperse the jet and a lower intensity is preferred (if dispersion is not wanted). But on the other hand, the turbulent velocity fluctuations have a zero mean value, and that should mean that this contribution would not affect the jet.

I simply cannot find any more arguments or see through these two and find the right conclusion.

Can anyone help me?
