I don't think so. from the site about the windpower http://www.windpower.com.cn/ i found , For opposite blade-tip jet (100% flow rate), while the wind speed 16 m/s the wind turbine is started and then it is accelerated very slowly as wind speed increases, but until 23 m/s it can't reach the rating rotation speed of the generator. Why they can see that thing? How to explain? They cheat us? Can you tell me how to explain?
