EVM's correct component?

Hi all, i have a problem in understanding one point in the EVM.
Please have a look and give me some idea. Thx.
It says that EVM can only represent correctly one component of the Reynolds stress tensor in the free shear layer flow while other components are badly described by this modeling. I assume the right one should be <u1u2> which appears in the Reynolds Average Navier-Stokes equation in the x-direction, because anyway this component is the one we are looking into mostly and it should be well represented, otherwise the model is useless.
Am I right?
