Default what is fixed-pressure-point?

Hi Everybody:

I am reading some code from other groups, and find there is a concept call 'fixed pressure point'. I had asked someone, but he only said it defines the position of the fixed pressure, at velocity inlet boundary it will permit the stagnating condition ( pressure ) to move.

I can not find this concept in text book, can you help me in this forum to explain this condition?
