please tell me, how to set cfd urban model surrounding to avoid stagnation point effect,same as in wind tunnel--???

As I am a urban planner, I don't have a background in CFD-- Could anyone please tell me how to solve this?

Well, any object has a stagnation point. You can not avoid it.

You can reduce the wake or change its shape.

So in order to give you a qualified answer, you'll have to share the details of the goal of your simulation.
