Default How to get the Turbulence spectral function based on K-W

Hi guys,
We know, the turbulence spectral function E(k)=Ck(-5/3)e(2/3), the fraction is the power, but in the Wilcox`s book , we get e=b*k*w!
Can we replace the e with the new expression(b*k*w) and get the spectral function based on K-W?
