[snappyHexMesh] error: Cells in mesh does not equal to size of cell level

Default error: Cells in mesh does not equal to size of cell level

When i run snappyHexMesh in my model, i get the following error:

-> FOAM FATAL ERROR:
Number of cells in mesh:222600 does not equal size of cellLevel:938563
This might be because of a restart with inconsistent cellLevel.

Can anyone please tell me what this means?
