A guy says he has introduced a mesh generation method based on a Voronoi decomposition of the flow domain, resulting in POLYHEDRAL region. I s this a new idea?

Old stuff - I've heard it for the first time more than 10 years ago. There is a bunch of PhD on the subject and associated codes if you are really interested. The most visible example will be the meshes for Star-CCM+ - look at their web site.
