is this the fluent version problem or I have internal face in the .msh file, or some other reason ?
is there any way to solve it ?

Is your geometry actually 3D?
 
Is your geometry actually 3D? Have you tried with say just one 3D hex cell?

Hello

Its has been a while since you posted your question, maybe you found the answer yourself? What is the answer?

Anyway, i got the exact same error earlier today while converting an old 3dmesh. This mesh has one small sphere(wall) inside 2 domains; one sphere and one cube outside the sphere. These 2 domains does not have a smooth transition in cell size. (not good maybe but...)
My thought then was to make a simpler mesh with just a cubic domain around my sphere(wall) in the middle(hence no unsmooth transition) and try this. I had no problem at all converting this mesh.

I dont know if this is the answer to your questions but maybe it can help somehow...
