Default Salome meshing viscous layer thickness not reached

Hi, I am having a bit of a problem with adding a viscous layer in Salome for my particular problem.

I am trying to mesh a grid, a bunch of paralel and perpendicular thin strips of metal. Salome has no problems meshing the geometry withouth viscous layers. However, when I try to add viscous layer to walls of these strips Salome makes correct number of layers but not the correct thickness of the whole viscous mesh. It exits with error "viscous layers thickness not reached, average thickness ..." (some small value). It doesn't mesh the rest of the geometry, there are only volumes in the thin viscous layer that it created.

I believe it has to do with the geometry. Maybe the problem is the thickness of the strips? Does anyone have any ideas how to succesfully mesh such a grid?
