has any one know how i can implement a Flux on wall as a boundary condition in open foam

well,
1- use groovyBC,

2- if conductivity is fixed, you just need to assign fixedGradT = Heat flux/k

We should know more info about your case. However, after a quick glance at this page I found a couple of BC's that may suit your needs:
  • externalWallHeatFluxTemperature
  • turbulentHeatFluxTemperature

Besides that, you can also use groovyBC as it has already been pointed out, or even fixedGradient BC.
