How to Add DynamicTopoFvMesh in OF 2.3.1

Hello, I want to add/port "dynamicTopoFvMesh" in OpenFOAM 2.3.1. Can somebody tell how i can do that. What commands need to be run to do so. I am using ubuntu 14.04
