is there any difference between pressureInletOutletVelocity and zeroGradient for U?

I have performed two runs with BC's i mentioned in title but there is no difference between them.
Then what means pressureInletOutletVelocity when in its code its like zeroGradient(except for a tangential velocity)?
What does tangentialVelocity in its code may do?
