Default How can use fixedMeanValue in groovyBC?

in this post there is a file for fixedMeanValue.is it possible to use this boundary condition in groovyBC like fixedValue and other boundary conditions?

whats the main part of this BC code so that i can write it in groovyBC format?
How does it work?can anyone give a point to start?
