Default Power law vs fixed coeff porosity models

I have a case which involves approximating the effects of a wire brush with a porous region. The flow is turbulent (Re=300) which (to my understanding) means a porosity model other than Darcy's Law must be used. So what is the difference between the two remaining candidates: Power law and fixed coeff ?
