hello everyone:

I tried solving shallow water equation with Foam, so I have to deal with the problem of wetting/dring problem. when the cell is not submerged by water, the velocity of cells will be set zero. my question is how to set the value of these cells in solving the momentum equations.

Have a look at the constraint
 
Have a look at the constraint class - this allows you to fix the solution in selected cells. However, I am not sure this is exactly what you want to do: a rethink of the algorithm or equations may be a better way.
