Documentation for oscillatingRotatingMotion?

There doesn't seem to be a clear explanation anywhere for what this function does, and what keywords need to go into the dynamicMeshDict. Anyone have any advice? I'm trying to get part of my mesh to rotate with a mean speed plus an oscillation with 3 peaks per revolution and a phase shift. I'm trying to avoid having to enter the rotating velocity as a table.
