I think the splitMeshWithSets

I think the splitMeshWithSets is a derivative of the splitMesh utility? You could a look there (mesh/manipulation) on what has changed.

I tried same on your testmesh.msh.

I added a halfA and a halfB patch of zero size and ran

splitMesh...

No, OpenFOAM cannot have boundary conditions on interior faces.

What you can do is to make these interior faces exterior by splitting the mesh.

Either do that in Gambit (can it do this?) or...
