I had the same problem (I use ubuntu 10.04). I created a symbolic link to make and it did the trick:

cd /usr/bin
sudo ln -s make gmake

Well, it seams that the compiler only sees $MPI_HOME (+CCD = gcc -I$(MPI_HOME)/include) which points to /usr/include on my system. And since the link to the system openmpi include directory...
