Apply mesh sizing to each individual body. I beileive you need to make sure your global size encompasses your individual mesh sizes or the global might win out.

If that is the only part of your mesh, it looks like you can reduce the Max Face Size and the Max Size value down from the default. Hard to read but your defaults look like ~66mm and 132mm...
