the top sudomain is already meshed with 11 nodes on the lower edge.
Now on the last subdmain you want to mesh, I count 22 nodes on both edges (opposite to the one common with the top meshed...

you can also split with edges, or with surface (but here you need real entities)

You are trying to mesh your surface on the fly with Map, and of course it is not possible.
Split your domain into several mappable subdomains, like this for instance
