The *.tin file is the geometry and mesh parameters. (I need this)

The *.blk file is the blocking (This would be nice if you have taken a first try)

You could do the exact same as Etesh, except one of your 2D boundaries becomes the ground. Then extrude it by the length of your cylinder to get it to 3D.

Sounds like an odd design though, how...

But the mesh would just be a static mesh...

By dynamic, do you mean that the flow is dynamic around a static airfoil or do you mean that the flow causes the airfoil...
