What is the pressure outlet boundary condition that you advice at the runner outlet ? More precisely, the runner outlet is situated at the beginning of the draft-tube cone.

You will have to use less ambiguous terminology. I am a lowly aerodynamicist. What is a runner outlet, what is a draft tube cone? What are you analyzing?

Usually boundary conditions are determined by the problem you are solving. If you are unable to determine a pressure for that BC, it may not be the right choice for your analysis.
