Default anyone done a VOF simulation using steady solver?

Hi
In Fluent I was able to simulate the free surface flow over a spillway in 2D and 3D using the steady solver. Is Star CCM+ able to do this?
Has anyone done a VOF simulation using the steady solver. If so would you be willing to share how you did it.
